House State and Local Government Committee Looks Forward to Public Testimony During Licensure Review

The House State and Local Government Committee in Ohio is currently conducting a review of occupational licenses as required by state law. Chairwoman of the Committee, State Rep. Marilyn John, has announced that the committee will be hearing from members of the public and interested parties during a committee meeting on October 17th. Chairwoman John has urged those planning to testify to notify her office in advance to ensure proper planning for the hearing.

The review process, outlined in R.C. Section 101.63, requires each licensing board to submit a report to the committee detailing their operations and how they meet the needs of the public. These reports should include information about each board's purpose, goals, governance, and funding sources.

The goal of the review process is to achieve several objectives. First, it aims to ensure that each board is fulfilling its statutory purpose. Second, it seeks to remove unnecessary barriers to entering the workforce. Third, it aims to promote professional development and job creation. Finally, it aims to align Ohio's occupational license standards with those of other states.

Chairwoman John expressed her appreciation for the testimony received so far, stating, "The testimony provided to the committee thus far has been very helpful, and it gives the committee insight into what is working well and what needs to be improved." She also expressed her eagerness to receive public input during the upcoming hearings and to continue the review process.

The boards and agencies currently under review include the Ohio Peace Officer Training Commission, the State Cosmetology and Barber Board, the Accountancy Board, the Department of Agriculture, the Architects Board and Ohio Landscape Architects Board, the Ohio Casino Control Commission, the Department of Commerce – Division of Financial Institutions, the Department of Commerce – Division of Real Estate and Professional Licensing, the Department of Commerce – Superintendent of Industrial Compliance, the Motor Vehicle Repair Board, the Department of Public Safety – Bureau of Motor Vehicles, the Department of Public Safety, the State Board of Registration for Professional Engineers and Surveyors, the Department of Mental Health and Addiction Services, the State Racing Commission, and the Secretary of State.

The upcoming public testimony will provide an opportunity for individuals and organizations to have their voices heard and to contribute to the ongoing review of occupational licenses in Ohio. The committee is committed to ensuring that the licensing process is efficient, effective, and aligned with the needs of the public and the workforce in Ohio.
